Not less than 40 persons died and 120 were wounded on Saturday in the Dagestani town of Buinaksk due to a blow of the dwelling house, where families of Russian servicemen lived. 58 persons were hospitalised. It is considered that several persons may be still under the ruins. There is almost no chances that they are alive.
In Switzerland 5 to 8 criminal cases connected with the financial activity of the high-ranks Russian functionaries, were laid, � the Russian TV company NTV announced. For the last two months Swiss investigators froze 59 banking accounts, which are somehow connected with the case. In his interview to NTV in Geneva, the investigator dealing with the Swiss company �Mabetex� Phillip Turover confirmed the presence of foreign banking accounts opened by �Mabetex�. The manager of the Russia President�s affairs Pavel Borodin had an access to these accounts. An advisor of the US President on National Security Sandy Berger announced that until it was not proved that Russia had used IMF�s credits for wrong purposes, the West was to render a financial aid to the country.
Kyrgyz authorities announced that the main group of 400 armed Uzbek Islamists invaded the south of the country from Tajikistan was located in the village of Hoja-Achkan (Batkensky region). It is supposed that hostages, including the general of MIA of Kyrgyzstan and four Japan geologists, captured on August 22 are kept in the same place. Small troops of Islamists are dispersed in the mountains in the south of Kyrgyzstan. The Kyrgyz Defence Ministry declared that during the fights on Saturday extremists had been forced out from their shelters in the mountains nearby the border on Tajikistan. Now the frontier Chon-Alai region is being completely controlled by the governmental troops. Uzbek Islamists, supporters of Juma Namangani, a religious extremist who is wanted by the Uzbek authorities as he is blamed for crimes.

The court of the Saryarka district of Astana rejected to satisfy the claims of Rose and Peregerin laid against the General Office of Public Prosecutor of RK and General Prosecutor. This was announced by the press-service of the General Office of Public Prosecutor on September 6 in Astana.
We remind you that in May to June, 1999 the General Office of Public Prosecutor of RK conducted a check of legality of the privatisation of social objects privatised in 1996 to 1998 and in the first quarter of 1999. During the check it was found out that the former Akim of the Karaganda region Pyotr Nefedov and his deputy, the chairman of the Territorial Committee on management of state property Vitaly Rose organised a new order of privatisation of state objects, which contradicted to the state interests and the law on privatisation. In the result, 204 objects were illegally privatised by the method of extraction of the state share and 301 objects � by conclusion of contracts on joint activity.
It was revealed that the above-mentioned functionaries wasted the state means. Besides, being state functionaries, they used their posts to satisfy their personal and family financial interests (Nefedov � of his sons, Rose � of his wife), while settling the privatisation issues. According to the results of the check, the General Office of Public Prosecutor submitted the document on infringements by the above-mentioned persons to the State Commission on struggle against corruption.
However, Mr. Rose and Mr. Peregerin appealed to the court having laid a claim against the General Office of Public Prosecutor and General Prosecutor demanding for protection of their honour and dignity. They consider the information mentioned in the speech of the General Prosecutor of Kazakhstan at the meeting held on 09.06.99 and documents submitted to the Commission on struggle against corruption as false, and demand to withdraw the documents.
These documents have been considered by the State Commission on struggle against corruption and facts mentioned in the documents submitted by the General Office of Public Prosecutor of RK are acknowledged as real. The court also came to the conclusion that facts mentioned at the meeting at the President of RK on July 9, 1999 by the General Prosecutor of RK Yury Hitrin are also true, the press service of the General Office of Public Prosecutor announced.
According to the press-service, the Prime Minister�s advisor Pyotr Nefedov and the state inspector of the President�s administration Vitaly Rose have been dismissed from their posts for infringement of rules of the service ethics and non-fulfilment of responsibilities of state functionaries.

The fourth annual International Conference of the Association of Prosecutors was opened in Peking. More than 400 delegates and General Prosecutors from 70 countries, including delegations from the republic of Kazakhstan headed by the general Prosecutor Yury Hitrin, will take part in the Conference. This was announced by the press service of the General Office of Public Prosecutor on September 6 in Astana.
According to the press service, the main theme to be considered at the fourth Conference is �Corruption and swindle�. This theme will be illuminated by prosecutors from England, France, USA, and the People�s Republic of Korea, Australia, Netherlands and other countries of the world.
At the Conference the General Office of Public Prosecutor of RK has been accepted to the members of the Association. Yury Hitrin, the General Prosecutor of the republic of Kazakhstan spoke at the meeting devoted to the struggle against corruption. The International Association of Prosecutors (IAP) is a non-governmental, non-political organisation established in June 1995. This organisation has the headquarter located in Vienna in UNO and consists of more than 200 thousand prosecutors.
The main reasons for establishment of IAP were that some types of crimes were of clearly international shade and a trans-national character.
In this regard Kazakhstan was not an exception, the press service states, as the local criminal business is being actively involved into the international circulation of drugs, weapons, and into illegal and semi-legal import of raw materials, non-ferrous metals, works of art and antiques. Economic and financial crimes connected with the false bankruptcy, concealing of profits, unpaid taxes and legalisation of �dirty� money. All this demands an active international co-operation between prosecutors and a faster and more effective mutual aid to investigate criminal cases.

�We are tired to demand from the Parliament to approve a law on the railway transport of Kazakhstan,� a member of the trade unions of railway industry announced on Monday in Almaty.
Yury Lavrinenko stated, the railway industry is still working according to the temporary charter approved in 1992. Most points of this charter are survivals of the soviet period.
�The bill on railway transport is being considered by the Parliament for a half of a year, and for that time there has been no progress. At the same time there are constant trials to subdue the Rail Way to interests of different groups,� the ex Minister of Transport and Telecommunications said.
Representatives of the trade union believe that the new law is to comply with interests of both the state and railway workers.
�The present situation made railway workers to nominate candidates of trade unions of the iron branch of the economy in one-mandate election districts in Almaty, Pavlodar, Arysi and Atbasar,� Mr. Lavrinenko emphasised.
Railway workers stated that at that time a program on creation of new working places was being introduced in their industry. This program is realised owing to widening the production to satisfy the railway, as the main part of spare parts and other components is being imported from abroad. According to members of the trade union, for this year 3 thousand new working places have been created, and it is planned to employ 5.5 thousand persons more by the end of the year.
�Regions which survive only thanks to the rail way are considered as priority,� Yury Lavrinenko emphasised.
According to Mr. Lavrinenko, despite the transportation volumes became 6 times less, which was caused by the world�s crisis, salary is regularly paid in the railway industry. Annually 8 to 10% of all deductions to the state budget are made by the railway industry.

On September 3-4 Kazakhstan�s First Sports and Athletics meeting of young sick persons with diabetes was held.
70 young people (all of them invalids) from all regions of Kazakhstan participated. That was really great event.
According to Natalia Tukalevskaya, President of the Diabetic Association of Kazakhstan, the event was sponsored by Mobil Oil Kazakhstan (US) - $7.000, the Novonordick (Danish) Company - $7.000 and the Elay Lilly Company (US) - $1.000.
The organizers proudly stated that Kazakhstan had become the first of the CIS countries to start such kind of competitions.
OK, that would sound nicely if only Kazakhstan�s own money was paid for it. Will it ever be able to pay for itself?
