KAZAKH PRESIDENT IN IRAN WITH OFFICIAL VISIT.
Correspondents of RFE/RL quote Press Service of the Kazakh President as reporting that President Nursultan Nazarbayev started his official trip to Tehran, Islamic Republic of Iran, yesterday, October 5. President Nazarbayev is scheduled to hold talks with his Iranian counterpart Mohammed Khatami. Several mutual agreements and documents are expected to be signed. It was not officially reported what sort of issues would be discussed by the two leaders, but it is more likely that Presidents of Iran and Kazakhstan will discuss preparations for the summit of 5 Caspian states, namely Azerbaijan, Iran, Kazakhstan, Russian Federation and Turkmenistan, scheduled to be held in Tehran this month. President Nazarbayev will also meet Iran�s spiritual leader Ali Homeyini, Chairman of Iran�s Concord Council Akbar Hashimi Ravsanjani and speaker of Mejilis (Iranian Parliament) Ali Akbar Natek Nuri.
4 DAYS LEFT TILL PARLIAMENTARY ELECTIONS.
Correspondents of RFE/RL report that according to the Kazakh laws, all the registered candidates to the Kazakh parliament�s lower house - Mazhilis, are expected to stop their pre-election campaigns by midnight, October 8. The elections will be held on October 10. Today, October 6, a special group of the Central Election Commission (CEC), led by CEC�s vice-chairman Quandyq Turghanqulov revised all the reports on law violations sent by some candidates to the Kazakh Parliament to the CEC.
Kazakh National Congress party led by the prominent Kazakh writer, Kazakhstan�s Ambassador to Italy, Olzhas Suleymenov, held its session on October 5 in the former capital of Kazakhstan. The National Congress party sent an open letter to the Kazakh government and the Parliament, calling them to change the Kazakh Constitution�s 6th Chapter about the land property.
According to the party leaders the land in Kazakhstan should never be privatized.
NEW REGULATIONS ON PRIVATE BUSINESSES CONTROL INTRODUCED IN ALMATY.
According to information provided by correspondents of RFE/RL, Almaty City Procuracy adopted a new regulation according to which tax, financial, fire and sanitary control boards do not have any right to check any private businesses without a special written permission assigned by the Almaty Procuracy. The newly adopted regulations came to power on October 1. It is expected that such a regulation will protect owners of the small and middle businesses in the former capital from bribery and illegal pressure.

HURRICANE-SCHNOS MERGER TERMS TO BE CLARIFIED IN LATE NOV.
Hurricane Hydrocarbons Ltd., whose subsidiary operates the Kumkol oil field in Kyzylorda, and ShNOS, the Shymkent refinery, will clarify merger terms in late November. According to ShNOS� chairman, the company calls for Hurricane to retain 49% stake and hand over 51% stake to the refinery. The deal will be completed when approval is received for the merger from all Hurricane interest-holders �shareholders, stake owners and creditors � and the Canadian court makes a final ruling. RK ENERGY MINISTRY REJECTS LICENSE FROM JSC DOSBOL FOR DEVELOPMENT OF AMANGELDI GAS FIELDS
The oil and gas department under the Ministry of Energy, Industry and Trade has withdrawn the license of JSC Dosbol for subsurface use of Amangeldi gas fields in the Zhambyl oblast. During the past 7 years, Dosbol has tried to develop the field by attracting potential investors, but the government has decided that the company�s unproductiveness will result in putting the fields up for tender. The government is interested in �serious companies, with substantial financial resources and rich expertise in gas field development,� stated director of the oil and gas department of the Energy Ministry Kanat Bozumbaev.
NEW KAZAKHOIL PRESIDENT TO VISIT MANGYSTAU FOR MEETINGS WITH REGIONAL OIL REPS
Kazakhoil President Nurlan Balgimbaev will visit Mangystau to meet with representatives from regional oil companies on Oct. 11. He plans to introduce the company�s working program and priorities in the oil sector for the year 2000.

On Wednesday �Shell� announced about the start of the crude oil production at the Kazakhstan oilfield �Saigak-2�. This was declared by the company�s general representative Mr. D.A.E. Boon.
�Within the next two month it will be clear how perspective this oilfield is,� Christian Bukovich, the General Manager of the oil company �Shell� in Kazakhstan stated.
On Wednesday ITE Group, the organiser of KIOGE�99 called names of the winners of �Best Stand� competition, held among the companies participating in this annual exhibition. The first place was awarded to the French oil company �TotalFina�, while the second place was taken by �ENI� company.
Besides, in the honour of the 100th anniversary of the Kazakhstan oil, the organisers also called laureates of KIOGE. They were �KazakhOil�, the Shymkent refinery, �Geotex� and others.

On these sunny days the young Republic of Kazakhstan goes through an impetuous period of its life. The southern capital is just cluttered up with different leaflets and epithets of candidates. There is an obsession �vote only for us�� in advertisements of the most prosperous parties, which are being broadcast every five minutes.
My consciousness is in panics: on the �Swedish� table there are so many different dishes in the from of �we will introduce�, �guarantee�, �manage�, �permit�, that I am dazzled. I want to taste everything one by one. But! You can taste the only dish from this wonderful assortment or you have to reject it at all. You have the right. It depends on you. That is why you are standing deep in thought and meditate: �I will better take sweets, as they are fine, with different creams and foreign fruits, but they are expensive�� But suddenly you have an idea that �all that glitters is not gold�. It may have a beautiful appearance, but no content (�only decoration�). You consider the next dish: it has a golden crust, you will lick your fingers. But you are troubled again: you may have an ulcer. You stand thinking. But you have to make up your mind. You have to eat. That is why you began to examine recipe of every dish and its components. But the main thing is that you have to know, with what enthusiasm and inspiration it was cooked.
It is noteworthy that for the time being I have not seen any professionally composed program of a candidate. It is �quite an empty thing�. I will give no examples. There are a lot of them. In order not to sound proofless I will refer to history to give the only moment.
Jorge Washington, the first President of USA. After long disputes he was elected the President, but in one condition: he was to lead the country from the economic crisis for a short period.
Washington proposed to his colleagues two plans: 1. The program on the country�s macroeconomics; 2. The program on the microeconomics. The main objective of Washington was to settle problems inside the country and to penetrate into the world�s market. To achieve this he took the following measures:
1. Washington persisted on the Congress� resolution, which approved the verdict on abandonment of the slavery in the territory of the Union. Thus, the abandonment of slavery symbolised the personal freedom and observation of civil rights of the population. The first step towards democracy had been made. In this regard we may just envy USA.
2. In his appeal to the Congress on January 1790 Washington put the question regarding the development of branches of the economy, which could make the country economically independent. The Congress took a decision to make debts of the states the debt of the country.
That time the national debt was US$ 42 million. Debts of the states came to US$ 30 million. About US$ 11 million of the total amount of the national debt was to be paid to foreign creditors. One of first measures taken by the government was the purchase of certificates. Washington considered this problem as very important and urgent thing to create and strengthen the federation.
3. In connection with the economic growth Washington issued the law on land. In this regard the proposal to limit the sale of land with only the sites of not less than 9 sq. miles. The price was determined US$ 2 per acre. Washington established the commission, which was supposed to regulate all sale of the land and justly distributed it among all strata of the society.
4. The important moment of the political and economic system of Washington was the establishment of the National Bank with the share capital of US$ 10 million and 250 thousand of stocks. The establishment of the National Bank and its organisational principle were aimed to repay debts and encourage the development of the system of capitalistic relations.
5. A lot of attention was paid to develop the industry, which was reasonably and financially supported by the government. The Report on the industry submitted to the Congress by Hamilton in December 1791 was a very important document, which was actively supported by industrial circles. On one hand this policy strengthened the internal connections, on the other hand, it established economic relations with Europe.
Of course, it is impossible to compare such different states. But at the present time Kazakhstan goes through the same period, which once were observed in USA. Idle words cannot help. We require a professionally prepared political and economic program-system.
For example, if we want to help pensioners, we should successfully work out point by point the economic approach to the problem. Most candidates put the pensioners� problem on the title page of their programs and understand that thus they attract attention. But they do not work out the economic aspect of the problem. They want to achieve other aims. Of course, philosophic debates and fine epithets directed to the population, seem attractive, but �the affection to wisdom� is to be also grounded on bread.
Yerken Akabaev, the manager of the Shymkent refinery representative office in Almaty:
- Our enterprise is represented in this exhibition for the second time, and every year our interest to KIOGE increases.
For the two days of the oil exhibition we received several business proposals by our partners regarding the delivery of refinery equipment and up-to-date technologies to the Shymkent refinery.
At the present time we are concluding contracts with some Russian tube-rolling mills, which, by the way, also presented the expositions at the exhibition.
While choosing equipment, the Shymkent refinery prefers Russian and Kazakhstan producers, but we prefer to purchase technologies from western companies.

department �Engineering-AMT�, Russia:
- For us the participation in KIOGE�99 is very promising direction. Today our joint-stock company plans to widen its business and to search for new connection. We are working with partners from Byelorussia and Bashkortostan. Kazakhstan is one of the most promising countries for our company. Now we are trying to enter your market, as, according to our data, it is planned to reconstruct and build filling stations in Almaty. We are glad to deliver our equipment.
We have not worked in Almaty; we are just �checking the ground�. Further, beside petrol filling equipment we will propose devices for car washing stations, and plastic pipes for fuel tanks.

- I have a nice impression of the present exhibition. In comparison with the previous oil exhibition, the number of participants has increased; hence we have more opportunities to co-operate with other worldly known companies, which are coming to the Kazakhstan market.
As far as the operations of our company are concerned, at the present time the construction of the refinery at the oil field is the priority. This will result in the increase of the condensate production and employment in the region. Today about 650 local and 350 foreign specialist work at the oil field. It is planned that after the plant is put into exploitation in 2001, the condensate production will be doubled. The maximum projected production volume is about 1.4 billion cub. feet of gas and 260 thousand of oil barrels per day.

- The annual exhibition KIOGE gives good results for our institute, which renders various services in different oil spheres.
According to projects worked out by our institute, a lot of big oilfields were put into exploitation in the republic. Now the construction of the oil-filling overpass �Atasu� is being completed in the Karagandy region.
In the result of the exhibition we hope to receive new orders, as there are many untouched and conserved oil and gas deposits in Kazakhstan, to exploit which our services will be required.

- We are very impressed by the present oil and gas exhibition. Many companies participate in the exhibition. We closely and fruitfully co-operate with some of these companies. We would like to present our company at the exhibition and to tell about the company�s activity in Kazakhstan. We actively co-operate with the Ministry of Natural Resources and the national company �KazakhOil� to prospect and exploit the block �Tulpar� in Aktyubinsk region.
Japan considers Kazakhstan as an important source of the power resources, which our country requires much. That is why we have come to Kazakhstan to work for a long time.

�The Central Election Commission is to reveal itself the facts of infringement of the law during the election, but not to demand always proofs from us,� a candidate to the Mazhilis from RPPK in one-mandate district announced on Wednesday in Almaty.
Amirzhan Kosanov said that on October 1 they had sent documents confirming the infringements of the law on election by directors of schools and institutes, who rejected them to meet electors, and by heads of publishing companies, to the Central Election Commission. �Five days have passed, but we have not received any reply,� he stated.
According to the member of RPPK, till the present time their trials to publish in the mass media the pre-election information fail. �For example, �Kazakhstanskaya pravda� did not publish my prescribed 100 lines. They explained their rejection that their informational portfolio was full, though a day before they had agreed to publish,� the candidate said.
�At the TV channel �Khabar� Mr. Rerikh agreed to broadcast my speech only when I menaced to lay a claim to OSCE. They gave me the time at 8 a.m.,� Mr. Kosanov emphasised.
Another representative of the block �Republic� Serikbolsyn Abdildin said that in the army soldiers were persuaded to vote for �Otan� party, as �according to the charter all servicemen are to vote for the President�s party, as he is the Commander-in-Chief of the Republic of Kazakhstan.� The communist leader believes that the law on election in being infringed by the President, agitating the population to vote for �the authorities� party�.
