On October 4 in Astana the OSCE chairman Knut Vollevak met the President of Kazakhstan Nursultan Nazarbaev.
According to Mr. Vollevak, during the conversation with the Kazakhstan President they discussed many problems of the countries of the region, which had become members of OSCE. The chairman stated that in general the region developed positively, though there were some trends such as the situation in the south of Kyrgyzstan, which demanded the annihilation of the conflicts.
�CIS republics are very young for democracy and that is why there are some definite shortcomings in the laws. We think that for the recent period republics made a lot, hence we want to work with all countries of the region to guarantee democratisation and human rights,� he said.
The present OSCE chairman emphasised that the political democratisation process was to be simultaneous with the development of the economic systems. �This namely is the best guarantee of stability in the region.� In connection with this issues concerning the trade, power-supply and environment co-operation were also touched during the conversation with the Kazakhstan President. Mr. Vollevak said that on November 18-19 the summit of states-members of OSCE would be held in Istanbul. Documents on economic co-operation between these countries are supposed to be approved at this conference.
As far as the changes of the law of RK on election are concerned, in Mr. Vollevak�s opinion, the law on election should have been changed more. He said that in the result of the conversation with the Senate Speaker Omirbek Baigeldy they had come to conclusion that the new Parliament would have to improve the law and to approve the new law before the next election.

THE GLOBE remind its readers that on October 5 the annual exhibition KIOGE�99 (Kazakhstan International Oil and Gas Exhibition), one of the biggest exhibitions in our region, will be opened. In this year the exhibition will collect 350 companies from 35 countries and will be devoted to the 100th anniversary of the Kazakhstan oil. We will pay the same attention to this event, as to the Parliamentary election to be held on Sunday.
That is why during four days (on October 5 to 8) our newspaper will be issued every day, illuminating all events happened at the exhibition.
On Monday in Almaty representatives of the Kazakhstan oil business held the press conference at the eve of the exhibition, where they told about the latest events and some projects of the NOC �KazakhOil�, �Kaztransoil� and the Kazakhstan government.
Kanat Buzumbaev, the director of Oil and Gas Department, Ministry of Energy, Industry and Trade announced that during his visit to the capital of Kazakhstan the Russian Prime Minister Vladimir Putin again had confirmed that the Russian party completely fulfilled its obligations under the CPC project according to the prescribed schedule.
�At the present time the installation of pipes is being completed, the oil-pumping stations are being erected and the oil terminal at the Novorossisk port is being reconstructed,� he said.
Recently the government cancelled the license for exploitation of several gas deposits in Dzhambyl region of the company �Dosbol�. (Prospected reserves at the deposits of the Dzhambyl region come to about 25 billion m3.) This was caused by the inability of the company to attract required money to exploit the deposits.
�Another partner under this project, the company �Delta Oil�, unfortunately, has done no progress, except declaration,� he stated.
Now these deposits will be sold by tender. According to the representative of the Ministry, �big foreign investors will be preferred.�
Among other projects Mr. Buzumbaev emphasised the construction of the oil-filling overpass �Atasu� in Karagandy region, which is to be completed soon.
According to the representative, this erection is first of all supposed to direct a part of oil from the Kumkol oilfield to the Pavlodar oil-processing plant for processing that partially will settle the problem of the lack of raw material for this refinery.
�In October, 1999 the preparation of the technical-economic feasibility for the pipeline to neighbouring China is to be completed,� Kaiyrgeldy Kabyldin, another participant of the press conference announced.
Despite many experts are pessimistic in respect to evaluations of the project, the Vice-President of �Kaztransoil� is confident that this project will be mutually beneficial for both parties. Having touched the theme of the projected merge of the national companies �KazakhOil� and �Kaztransoil�, Mr. Kabyldin stated that only the independent company would be able to give an equal access to the pipelines to both local and foreign mining companies working in the republic.
In connection with the returning of Nurlan Balgimbaev to the post of the head of �KazakhOil�, no significant reorganisations and personnel replacements are expected in the company.
In general, representatives of the national companies �KazakhOil� and �Kaztransoil� emphasised the importance of the annual exhibition KIOGE�99 for the further development of the oil and gas sector of the country.
