�As they knew that the bill had been lying at the Mazhilis for 35 days, but included the bill to the list and submitted to the President in order he would announce it urgent. I would call this as the government�s attempt �to trip the President up�. They didn�t have to do this, as the Parliament was ready to work. Naturally, this forced situation will not do any good for the government and this is not good,� Marat Ospanov told to THE GLOBE on July 1 in Astana.
The speaker thinks that the President should not have announced 21 bills as urgent, as he knew that a half of them were almost ready. According to Mr. Ospanov, the deputies have considered the laws called urgent, while the bills submitted recently will be considered within a month, i.e. from the date of their submission. �We have the only problem: we do not want that tomorrow somebody will say that any law has been approved by the Parliament illegally and is contradicting to the Constitution. But we have settled this problem, as we received the respective decision of the Constitutional Council,� he stated.

�The government decided to make a small �show of force�,� the Mazhilis deputy announced to THE GLOBE in Astana on July 1.
Valeryan Zemlyanov believes that the President�s message about urgent bills was the government�s revenge on the deputies for their opposition. �You see, we lost our time, you made us feel nervous. The Deputies tried to score points, but finally lost. As a result some people won, others lost,� the deputy said about the government�s action.
The Mazhilis deputy is confident that it is impossible to approve the laws on local self-governing and on land at this time. These issues must be discussed with the electors to take into consideration all of their interests.
Further, in his opinion, the Parliament has no right to prolong the session. �The Constitution clearly stipulates: the session is to end on June 30. There should be no arguments including �or� and �maybe�, Mr. Zemlyanov emphasised. �These �ors� and �maybes� should be supplemented to the Constitution. That is why I did not vote either �for� or �against�,� the deputy emphasised.
