On Wednesday the leader of the country spoke at the joint meeting of the Houses of the Parliament before the deputies, government, as well as before the bodies, directly subordinate to the President. According to Nursultan Nazarbaev�s words, during the next 2 to 3 years we will face many difficulties. �But I am doing and will do everything to lessen the weight of our burden�, he said.
The president remarked, that the problems of the big enterprises have not yet been settled, attention paid to development of the small business is insignificant, as well as the control for the natural monopolies. He also asked the government a few rigid questions about low tax collection and ignoring the law regarding corruption.
Nursultan Nazarbaev reminded the deputies and the government about the fundamental objectives of the last year. He emphasized that many of them have not been fulfilled or fulfilled in improper way.
The President determined the following tasks for this year: an adequate reaction to the world financial crisis, following the rigid budget of the country, continuation of the reforms.
�You are the representatives of the higher authorities, you are a part of the state, and you should be an example of the concrete measures and actions�, the President stated.
Then he determined the following main steps on the way to democracy: the reform of the election system and support of the free mass media, which have already taken the shape and do not have any censorship.
The next Parliament election should be an exam for our multi-parties system. In Mazhilis 10 places are intended for the deputies to be elected by the party lists. This will be for the first time, when the proportional representation system is used in the Central Asian countries.
Further the head of the country said, that it is necessary to toughen the struggle against corruption, which is one of the most dangerous threats to our young democracy.
As it is known, in the last year the new legislation on the struggle against corruption was issued, and the special program was worked out. But actually they do not work. He addressed to all Kazakhstan citizens requesting �to render assistance in this work to everyone, we should not keep silent, we should associate�.
If somebody extorts money from the foreign businessmen and companies, the latter should notify the corresponding organizations about this. They should appeal directly to the Commission on Struggle against Corruption subordinate to the President of Kazakhstan and they should not be afraid of that,� the leader of the country remarked.
Well, the President marked out the two fundamental problems: tax collection and the struggle against corruption. He considers the government unable to do the first one, while it does not even try to settle the second one.
He said, that the results of the year will show, who among the heads of these organizations is able to fulfill the task.
At last the leader of the state said, that in spite of different difficulties we are fully resolved to build a strong, stable and democratic society based on liberty, justice and national tolerance.
