His scientific writing �Physiological law in governing the social life of the human being: structure of the man�s ecological system and his evolution system� has been sent to the Nobel committee on awarding for peace-making activity by the People�s Academy �Ecology�.
Doctor Ma Deui was born in 1915 in Shanghai. During the �Cultural Revolution� he had to leave the country along with other representatives of Chinese intelligentsia. Since 1962 he has been living and working in Kazakhstan. When he was 18 he had tuberculosis. Possibly due to a strong wish to live he concerned himself with traditional Chinese medicine Ji-Gun. Later he improved these methods and researched how psychology influenced the body and the entire society. Today he is over 80, but he is cheerful and full of forces.
His researches were called psychological medicine. Unlike classic one, it pays attention to the importance of �psychic homoeostaz� of human being. Even a person far from medicine would not deny the influence of the high nervous system, and cerebral cortex on all systems of organism. According to the Doctor, it is necessary to bring up a life-asserting attitude towards the world with the help of psychological medicine, which arouses positive emotions and liquidates negative ones.
Man�s mood allows him to overcome stresses, to develop abilities, to adapt to the most difficult conditions and to make him an �ecologically� clear individual. Instead of diseases he will build a �health circle�, thus influencing the entire social health.
Using latest data of physiology, sociology and psychology, psychological medicine is developing not only theoretically, but also practically promoting long life and moral improvement of individuals. It is based on the main postulate that the human being is a biological social system. This micro-ecological system as the macro-ecology of the social life is based on three main principles: quality, improvement of the social life.
Dr. Deui considers the personality should increase its level of knowledge by means of enlightenment, and make possible the construction of �ideal� and the so-called humanitarian society. Often the humanitarian society is associated with its democratisation. According to the Doctor, it should be used as a way to shift to this society. False conceptions on democracy led to sharpening national contradictions, economic, political, ecological crisis, and re-estimation of life conceptions in favour of utilitarian interests. Hence, there is the growth of negative emotions, egocentrism, and psychic diseases. Dr. Ma Deui�s writings is to bring up man�s ability to foresee and subdue to his consciousness and will the psychic consequences of his life, working out theoretical methods of active influence on physical and spiritual world of the human being to prevent diseases and strengthen his health. He has grounded an accurate man�s connection with the environment and social system: a separate individual�s life cannot be healthy if it is been created on other people�s account.
Dr. Deui believes such a model of medicine betokens the third revolution in medicine (the first one was connected with the appearance of surgery, the second one � with penicillin), when man�s development will become dominating according to physiological and biological laws, in both personal and social life.
Dr. Ma Deui�s writing is interesting for our scientists and doctors, and it might be the main program on healthy style of life in our country.

When President Bill Clinton signed a law to fund America�s transportation programs in mid October, he undid an earlier proposal he had supported that would have turned American driving licenses into the kind of national identity cards used in communist countries.
In 1996 the President signed the Illegal Immigration Reform Act which proposed making the driving licenses of the 50 different states uniform, including unfalsifiable identifiers such as fingerprints, iris prints, or a person�s unique Social Security number. (The iris is the colored circle around the pupil of the eye and contains a unique pattern in each individual.)
The drafters of the 1996 law wanted to create a single identification document that could not be faked by criminals or even used by anyone except the person to whom it was issued. In the US machines that can read fingerprints and iris prints are now widely available. The driver�s license ID ran into the same opposition as an administration proposal to have a universal health card with a person�s health record encrypted in a magnetic strip similar to the strip on a credit card.
Conservative Republicans and liberal civil libertarians consider a national identity card a breach of American rights to privacy and freedom from government interference. The same group of opponents has been an effective obstacle to efforts supported by Vice President Al Gore to give the government a �key� to all computer encryption programs that individuals use to keep their personal communications or business activity private.
Referring to George Orwell�s famous novel �1984� about a government that constantly tracks each citizen, Congressman Dick Armey, leader of the majority, said, �This is a classic victory of freedom over �Big Brother.� Because we acted quickly, no American will have to carry a National ID Card.�
