Administrative infringements no longer prevent the participation in elections and the election fee has been halved

The sadly known article in the Code of Administrative Infringements preventing participation in the activity of unregistered public movements has been abandoned from the Code currently in force.

The bill regarding changes to the constitutional law of the RK �On elections in the Republic of Kazakhstan� has been considered and approved at the joint meeting of the two Houses of Parliament. It is known that in the last week, the President of the country proposed changes to the constitutional law on elections for the consideration of the Parliament. Sarybai Kalmurzaev, the head of the President�s administration announced another Presidential proposal concerning the abandonment of the article concerning administrative infringements for participation in unregistered associations.

According to a note from the Kazakh Prime Minister, the bill will change the former provision that election fees contributed by Presidential, Mazhilis and Senate candidates should be considered revenue for the national budget. According to the new provision, the contributed election fee is to be returned to a candidate, if i) the candidate has been elected the President of the republic, a deputy of the Senate or Mazhilis or ii) if the candidate receives not less than seven percent of the votes.

In all other cases the contributed fee will not be returned and is to be considered revenues for the national budget. As far as the election fees of parties are concerned, the contributed fee of a political party is to be returned if the political party received not less than seven percent of electors� votes. In all other cases, the contributed fee is not to be returned and to be revenues for the national budget.

In addition the bill halves the election fee of candidates for the Senate and Mazhilis from fifty to twenty-five rates of minimal salary.

The bill was approved in the first and second reading.

These terms are the basis of two oriental single combats: in karate �Os!� means �Bear!�, while in judo �Dzyos!� declares �Yield!� to win at last. Both of these calls-mottoes are the most appropriate to be the index of the social condition of Almaty�s citizens.

The Association of Sociologists and Politologists of Almaty conducted the latest social poll of the population in the southern capital. Now we may the compare data of the first and second quarters of this year. The following are the answers to the same question of the questionnaire:

Well, figures say everything. We can just recall that according to legend, one of the founders of judo, an old teacher found the formula of victory in the following way. In the winter evening he went out to the orchard and saw a cherry twig bowing under heavy snow. When it seemed that the twig would break, it suddenly behaved like a spring and threw a burden. �Dzyos!� the master exclaimed, � yield to win!

�Os!� All of us add: Os! Bear! Difficult times do not last for long. The main thing is to determine that the difficult time has come. But it seems that these times will never come: the endurance of our people is so limitless as it strives for perfection in patience.
