President of �KazakhOil� was dismissed

According to the decree of the government of RK, the President of NOC �KazakhOil� Nurlan Kapparov was dismissed for exceeding his authority while settling strategic problems in the oil and gas branch of Kazakhstan, the ITAR-TASS agency announced on August 23.

The Vice-President Uzakbai Karabalin was appointed a temporary acting president of the national oil company.

Possibly, the dismissal of Nurlan Kapparov was caused by a high degree of tension in the government of RK.

According to the information of Reuters agency, Mukhtar Ablyazov and some other members of the government were against the sale of 10% of the Kazakhstan share in the project �Tengizchevroil�. On the other hand, it is noteworthy, that the JSC �Corporation Accept�, which was headed by Mr. Kapparov, recently faced serious problems. So, the corporation had to sell the TV channel KTK and �Caravan� newspaper. About two months ago the liqueur-vodka plant was also sold.

Besides, on August 21 �Khabar� TV channel announced that the Customs Committee of RK would reject the services by �Accept� and by that time the commission to check the activity of the corporation at the customs had been established.

An informational source said to THE GLOBE that a new redistribution of the oil market was possible in Kazakhstan, and that �KazakhOil� would be directly concerned in that process.

For the time being none of the official persons has commented the dismissal.

Free and fair elections , foreign Minister

Addressing a large gathering of diplomats and mass media from different countries Minister of foreign affairs of RK Mr.Kasimzhomart Tokaev said that the coming Parliamentry elections will be free, fair and within all norms of democracy. He said that the President of Kazakhstan is fully devoted to throw the corruption out and wants a parliament that will in true sense reflect the existing desires of the people of kazakhstan. The Minister also stressed on the �economization of the foreign policy�.

The Minister informed about the presidents forthcoming visit to Bishkek to attend the conference �Sanghai Five�, where he will meet Presidents of Kirgistan , Russian Federation.

The Minister stated Kazakhstan�s policy of good and strong relations with the Asian and European countries. In this context he said about his successfull visit to India early this month.

At the end the minister thanked the diplomats for their valuble contributions time to time which has further helped in the strenthening of the relations between Kazakstan and other nations.

Central Election Commission has not decided yet whether they will admit Kazhegeldin to the election

�All candidates nominated by parties� lists are being checked whether they comply with the requirements. It will be known within three days after the commission�s decisions, whether the Central Election Commission will admit the ex-Prime Minister to the election or not,� the representative of the Central Election Commission announced to THE GLOBE on August 23 in Astana.

According to Bakhyt Meldeshov, the head of the department of the Central Election Commission, in accordance with the new legislation on election, the administrative infringement of Mr. Kazhegeldin (participation in the congress of the unregistered public organisation) is not an obstacle preventing him from participation in the election. �But all candidates are being checked by the General Office of Public Prosecutor, courts and other organisations, while Mr. Kazhegeldin is the first one in this list,� he emphasised.

As on August 23, thirty-three citizens have been nominated to the Senate deputies, including 12 men � self-nominated. In 58 one-mandate districts 207 persons have been nominated to the Mazhilis. Republican and local public parties nominated 84 candidates, 123 people were self-nominated.

As far as the parties� lists are concerned, according to information of Mr. Meldeshov, Republican People�s Party of Kazakhstan nominated 9 candidates, Communist party � 9 candidates, democratic party �Azamat� � 10 candidates and �Otan� � 18 candidates.

New serial to the oil jubilee

The mini-serial about history of the Kazakhstan oil under the common name �In own land � from century to century!� has been completed, the press-service of the NOC �Kazakhoil� announced on August 23 in Almaty.

It is interesting that the creators did not shoot a separate �oil history�, but touched the history of the country and history of the people.

So, one of the series is devoted to the period of mass hunger, which severed in Kazakhstan in the beginning of this century. Another plot narrates about the construction of Turksib.

The serial is made for the 100th anniversary of the Kazakhstan oil and is supposed to make this celebration the national one.

At the same time, researches of ASaP (�The Energy of Kazakhstan�, #5, 1999) show that it is difficult to realise the latter, as there is a significant difference between opinions of the oil regions and, for example, Almaty.

So, most representatives of the oil regions know perfectly well the situation in this branch of the Kazakhstan economy. They also know all variants of oil pipelines, while the main part of Almaty population does not connect its future with the development of the oil and gas sector of the republic and are poorly informed about the current situation.
