90 mln tenge planned for buying the anti-diabetic medicine which is absolutely necessary for treatment of diabetes disappeared, so patients with this incurable disease are doomed to die, reports The Diabetic Association of the Republic of Kazakhstan.
The resources of this medicine in the Republic will deplete in 2 � 4 weeks, while the planned shipments are expected to occur not earlier than in mid September, the lives of 100 000 patients are severely endangered, said the press release of the Association.
�Where are those 90 mln tenge granted by the State?�, ask in vain the officials of the Association.
They accuse the Health Committee of the Republic.

Creditors of South Korea�s Daewoo Group are moving fast to prevent the feared collapse of the embattled conglomerate, government and banking officials said Thursday.
Yonhap News Agency said creditor financial institutions had agreed to extend an additional 2.5 trillion won (2.1 billion dollars) in call loans to Daewoo Group by the end of July on top of four trillion won in fresh loans pledged earlier.
A committee of creditors, composed of 15 financial institutions including six banks, was to get together later Thursday to discuss ways of extending financial support to Daewoo.
But as creditor banks met to discuss extending a multi-billion-dollar lifeline to the country�s second biggest conglomerate, analysts warned the move could deal a fresh blow to the fragile banking sector and the economy.
The creditors will discuss details on how to roll over short-term loans to Daewoo, how to share collateral offered by Daewoo and how to share the four trillion won of lifeline loans among themselves.
�As the maturity of loans to Daewoo is becoming extremely short term, financial support for Daewoo is urgently required,� said Lee Ho-Keun, a senior executive of Daewoo�s main creditor, Korea First Bank.
�If creditors approve it today, fresh loans will be extended tomorrow or within three days at the latest,� he said.
The committee is also expected to approve an earlier decision reached by a meeting of 69 creditors, under which creditors will extend Daewoo the four trillion won in new loans and roll over 10 trillion won in existing debts for six months, he said.
While its 69 creditors agreed they would help the group avert collapse by easing the burden of its massive short-term debt, not all have agreed on the amounts.
Some creditors remain reluctant to extend any more funds to Daewoo because of their poor financial conditions, Korea First Bank officials said.
But major creditor banks, many of them state-owned, feel it is essential to bail out Daewoo to prevent a spectacular bankruptcy.
Daewoo�s short-dated debts are estimated to comprise bonds worth 4.5 trillion won and commercial paper worth six trillion, creditors said.
Its total short-term loans are worth around 24 trillion won of its entire burden of a reported 70 to 90 trillion won, against assets of just 78 trillion.

�On Tuesday we received a permanent state registration certificate,� the chairman of the executive committee of the republican People�s Party of Kazakhstan (RPPK) announced on Thursday in Almaty.
According to Gaziz Aldamzharov, at present RPPK has 9 registered regional subsidiaries in Kazakhstan. The rest 4 subsidiaries of the party, namely in Kzylorda, Karaganda, Eastern-Kazakhstan and Astana are still unregistered.
�The regional justice departments artificially delay the process of registration of these subsidiaries or groundlessly reject to register them,� the chairman of the executive committee said.
Mr. Aldamzharov stated that these justice departments referred to some expertise organisations, including Committee of National Security, office of public prosecutor, and regional Departments of Internal Affairs.
Within 15 days, beginning from July 25, 1999 RPPK plans to hold party�s conferences in all regional subsidiaries. In the end of August the party�s conference devoted to preparation for the Parliamentary election will be held in Almaty.
�We have prepared the party list consisting of 22 persons. This list is headed by the chairman of our party, Akezhan Kazhegeldin,� the representative of the party announced.
The list includes several candidates who were the subjects to administrative punishment, including the chairman of the party.
�Let the Central Election Commission try to prove that this is incorrect, then we will �fight� at the court,� Mr. Aldamzharov resumed.
We remind you that Mr. Kazhegeldin underwent an administrative punishment according to the article 185 (note 1): �Disrespect of the court�.
In one-mandate districts RPPK nominates 16 candidates. But, according to Mr. Aldamzharov, RPPK considers co-operation with �Azamat� party in these districts possible, if �Azamat� join the opposition block.
