From the editorial staff: we present for your attention a series of articles about Japan. The author is a Kazakhstani professor who has worked for several years at one of the leading Japan universities. For most of its history, the country of the rising sun had been isolated from the whole world, until it was discovered by chance by a Spanish corsair. Though for many Kazakhstan citizens Japan is still a mystery and is associated with yakudza and �Sony�. At the same time, the culture of Japan and the traditional life of its people are fraught with many interesting things and contribute to one�s understanding of the nation�s rapid economic growth. As the author, we hope that this series will promote the strengthening of friendly links between Kazakhstan and Japan.


Project �Students� recruitment agency in Almaty�

Introduction

Under the conditions of the economic crisis, raising prices, low grants paid ill-timely and growth of the structural unemployment, most of the students need a job.

Meanwhile, the modern institutes and universities practically do not assist their disciples to get a job at all. To settle this problem it is required to create the recruitment agencies at the institutes. These agencies are supposed to work constantly with different enterprises in the country, to conclude agreements for specialists� training, to analyze the condition of manpower market in their sector, to submit to the students complete information regarding employment.

First of all, the Project is aimed to settle this problem. In the third decade of February, in the frame of the Project the personnel of ASaP conducted the sociological poll of the students studying at the state and private institutes in Almaty.

Resume

The analysis of the sociological poll of the students in Almaty indicated the following.

The students form socially different environment, where children from rich families are a narrow film-like layer. Part of them are owners of the prestigious property: companies, private cars or official cars with drivers. They are guaranteed a perspective growth after graduation from the institutes. The most part of the polled students are young people from the families with moderate profits. Their perspective employment is indefinite. These students are interested in working during their study at the institute. Only few students work. Most of the working students got their job by exploiting.

In general, the student youth is characterized by a weak orientation in the manpower market, absence of information about its current demand and offer, a low professional qualification to comply with the modern demands in the market economy.

The students are mainly occupied as attendants. At the same time the official manpower market is not at all adapted to the problems of the students� employment. It does not create a normal, competitive base of the market behavior, on the contrary it provokes a deviate behavior, a characteristic motif of which is gaining a profit at the earliest.

The students are put in a choice situation. Though they cannot choose an interesting work, but they are chosen, sometimes their abilities and interests are not taken into consideration. This situation influences the quality of their study and their attitude to their future profession.

It seems, that the idea to create the recruitment agency for students is a very perspective one, as far as its possible efficacy and a chance to discuss widely the problems regarding employment of the students, at least in Almaty, are concerned.
