(THE GLOBE)

On September 1, 1999 the Great Socialistic Peoples Libyan Arab Jamahiriya will celebrate the 30th anniversary of its Great revolution. In connection with this THE GLOBE exclusively interviewed the Secretary of the Peoples Bureau (Ambassador) of Libya to Kazakhstan Mr. Ramadan Al-Jadi.

At first I want to congratulate the Libyan-Arabian people and the Kazakhstan population with this great event, as this revolution gave us an opportunity to pay attention to all peoples of the world, especially to the populations of Central Asian republics, Mr. Al-Jadi said. The ambassador believes that our countries are connected with both historical and religious links.

According to Ramadan Al-Jadi, after the Great revolution all foreign military bases were withdrawn from Libya. All foreign companies and banks situated in the territory of Libya were nationalised. This promoted a fast raise of such branches as education, healthcare and construction industry. On March 2, 1977 there was a great event when the revolution leader Muammar Kaddafi transferred the power to the people. From that moment the Jamahiriya (democracy) epoch started in the human history.

Thus, we are the first people in the world, who has a completely power. All Libyan citizens older than 18, take part in the political life of the country. This is being executed through peoples congresses and committees, which are elected by the population with the help of an open voting, the peoples secretary of Libya to Kazakhstan stated.

All this was based on the third worlds theory stipulated in Green Book by Muammar Kaddafi. The book describes how social, political and economic problems of the humanity are to be settled. Mr. Al-Jadi believes that at the present tine some prosperous countries profess ideas of Green Book. Though they never recognise this and do not refer to Green Book, as they consider Libya as a small country.

The policy of Libya is based on t he principle of benevolence and co-operation with all countries of the world, and struggle against terrorist, including against an organised state terrorism. Libya respects internal policies of all countries and does not approve any interference of some leading states, which are constantly looking for an occasion. We are astonished, how such freedom-loving powers could do this, the Libyan ambassador said.

Today Libya plays an important role both in the African continent and Near East, as the leader of our Revolution is a co-ordinator of the process of peaceful regulation in the region of the Great African Lakes. The summit of the heads of the African Unity states will be held in Tripoli, the capital of Arabian Jamahiriya on September 6 to 9, 1999.

In connection with the celebration of the 100th jubilee of the Kazakhstan oil, I as an oil worker, consider as a must to congratulate my colleagues with this event. I wish all evaluations of oil reserves were positive. I wish all your oil wealth were used for the sake of the people, and oil fields were exploited by your own specialists, Ramadan Al-Jadi said.

At the present time there are six big oil processing companies and one oil processing plant in Libya. Almost all profit gained from oil sales is deducted to the state budget. The rest amount is equally distributed and paid to all Libyan citizens.

For post-revolution years Libya has accumulated a significant experience in the oil-mining filed. Our country is ready to co-operate with Kazakhstan, as Libya was one of the first countries which recognised the sovereignty of your country and opened its peoples bureau, Mr. Al-Jadi resumed.
