I think none of the readers will dispute the fact that people dealing with policy are different, as in any other profession. They may be honest, bad and good, thinking in a state way and just foolish.
I repeat, people are different, but people dealing with policy are different from others with one feature. We may judge politicians, as their activity is public, and we may evaluate them. Journalists and sociologists, scientists and common people may raise questions and may ask other people: what is your attitude to this politician? We have the right to publish these materials.
Possibly, according to members of his party, a priori to the leader of PCK Mr. Olzhas Suleimenov should not be asked whether he is clever or foolish, hypocritical or honest and whether he can think in a state way or not.
But Bakhytzhamal Bekturganova is a famous sociologist, the President of ASaP, who completely declined President�s responsibility for the period of the election campaign, according to the law on elections. Her poll results are constantly published in THE GLOBE newspaper. Mrs. Bekturganova included Suleimenov along with other politicians in a list. she had polled people (by the way, 589 persons) what they think, what are his interests, what is he, what are his personal features. These are normal questions.
It is surprising, that none of the politicians had so polar answers, as Mr. Suleimenov did. If we look at the figures published in our newspaper, two peaks are obvious. Approximately 10% of the polled people consider him honest and decent person. Approximately the same number of people believes him to conceal his striving for personal profit with care of people. That is what respondents think. Maybe, they should have asked different questions, e.g. how he sings, what ambassador he is. But this was not the exclusive research of Mr. Suleimenov�s personality. He was including in this list along with other well-known politicians.
On September 16 Mrs. Yergalieva distributed the appeal of the PCK political executive committee to the Central Election Commission of RK, where they protest against the following lines from the comments on the poll results by ASaP, published in THE GLOBE dated September 14, 1999: �O. Suleimenov is a peculiar thing. Only few Almaty citizens could appreciate his features.� The point is that only ten percent of the polled people evaluated him, but even these people have different opinions. In fact, opinions were different. Some people consider him honest and decent, other people think he is a hypocrite. What can we do, if people think so. The political executive committee of PCK demand people�s names. Sirs, where did you see that names of polled people are mentioned by sociologists?
I see a different thing in this. Possibly, the matter is not honour and dignity of Mr. Suleimenov, who is in �the western front�, as nobody insulted him. When an equal number of people think either positively or negatively about you, to my mind, this is not a negative result. For the time being very few people remember him, as he is faraway from the country.
Bakhytzhamal Bekturganova is a self-nominated candidate to the Mazhilis. After her numerous publications in the press, including in our newspaper, as well as in TV, her ratings have abruptly raised. Possibly, behind this announcement there is an ardent desire to push her out from the curb. As now her participation in the election depends on the decision of the Central Election Commission. By the way, she is nominated in the Medeu district of the city of Almaty, where her the brightest competitor is Sharip Omarov, a true functionary of the system, who has worked in the Parliament and seems to wish to enter the Parliament again.
P.S. Undoubtedly, Olzhas Suleimenov is a fine writer and poet. It is possible to dispute on his scientific writings. For example, I also do not appreciate highly Mr. Suleimenov�s political abilities. Can�t I just express my opinion about him?

�For the last three months after the law �On mass media� was approved, there were no changes regarding the observation of the article 3 (point 2) in any TV channel. According to this article, Kazakh language is to be used equally along with Russian,� the secretary of the Journalists� Union of Kazakhstan announced on September 15 in Almaty.
According to Kamal Smailov, till the present time a little time is spent for broadcasting in Kazakh language. He mentioned the following figures. At the state TV channel �Khabar� with 16 hours of daily broadcasting, only 55 minutes are Kazakh programs. At CTC this figure comes to 1 hour 40 minutes of the total 18 hours. At �31st channel� � 1 hour 21 minutes, and at �Shahar� daily broadcasts only 5 minutes in Kazakh.
�Nobody orders to shift immediately to 50% broadcasting in Kazakh. We understand perfectly well all difficulties connected with this problem. But there should be at least some changes,� Mr. Smailov stated. He also remarked that there was no Russian program about history, traditions or culture of the Kazakh people.
The secretary of the Journalists� Union said that heads of the TV channels in response to that criticism explained that they did not have enough personnel. �But we have three Journalistic Universities, and students graduated from these universities cannot find a job. Besides, it is possible to attract students studying of these universities,� Kamal Smailov stated.
Journalists from the above-mentioned channels present at the press conference affirmed that the state policy was not realised due to �non-marketness� of Kazakh language. All Kazakh editions and programs exist exclusively owing to the state donations, which are not sufficient.
�This will continue until a well-thought conception of the national idea appears,� journalists said.
An �NTC� journalist remarked that there were a few statesmen, functionaries and other famous Kazakh people who wished to comment or to give interview in their native language.
�The state placed before journalists only the final purpose, but did not show any ways to achieve this purpose. The state does not even try to assist us to settle this problem,� one of the journalists emphasised.
Mr. Smailov said that he was going to hold a briefing with heads of TV channels to learn all reasons for such a situation as well as to find some ways to settle the problem.

�In the result of a short-sighted, non-state approach, and due to the fault of the administration at the present time only 5 million tenge out of 15 to 20 million tenge, collected from 52 temporary parking sites, pass monthly through cashier,� the former head of the temporary parking sites department Nurzhan Oshanbekov announced.
The reason for the press conference was Mr. Oshanbekov�s appeal to �Azamat�. In his announcement for the mass media it is stated that �the number of cars is increasing, but money collection is the same� Due to the weak administration of temporary parking sites, 500 million tenge has gone to the �shadow� market.�
The co-chairman of �Azamat� Pyotr Svoik commented this in the following way: �There is a question: who organised this? Of course, it is the Akim. Today Khrapunov is the Akim, tomorrow if another Akim is appointed; he will inherit this business. The Akim has the only method to reply to the accusation: to show that the property is municipal and to name person who is responsible for this and to prove that there is no private profits and everything passes the cashier.�
�I do not want to blame Mr. Khrapunov for a misappropriation, but I know perfectly well that today the Akim heads this system. Maybe, it was not him who established this system, but he continues it. This system is to be destroyed from above, but not from beneath,� Mr. Svoik added.
In Mr. Svoik�s opinion, if the Maslikhat does not settle anything, it is only able to �legalise illegal things.� The co-chairman of �Azamat� emphasised that the party�s political program stipulated the local self-governing with the elected Akim, municipal property and land, with a proper local council, which is really settle city�s problems and is competent enough.
�We raised this question to say: people will thieve until the Akim is elected and the real local self-governing is introduced,� he resumed.
