Central Election Commission has summed up preliminary results

At more than 70% of circuits there will be the second round of the election to the Mazhilis of the Kazakhstan Parliament. It is possible to call 20 candidates deputies. The second round of the election is appointed on October 24, the secretary of the Central Election Commission announced on October 13 in Astana.

Yelena Kuleshova emphasised that the poll results were preliminary, as according to the law on elections of Kazakhstan, the results were to be calculated within 7 days after the election. The official announcement on the poll results is to be distributed through the mass media within 10 days after the election.

According to Mrs. Kuleshova, the following candidates may be called deputies: Valery Kotovich, Sanya Kaldygulova, Amangeldy Aitaly, Bolat Abishev, Marya Zhoretaeva, Dulat Turlykhanov, Victor Yegorov, Sherkhan Murtaza, Karatai Tursynov, Tito Syzdykov, Ivan Cherkalin, Zeinulla Makashev, Amalbek Tshanov, Kuanyshbek Tulemisov, Torebai Zharmakhan, Yerhali Sarmanov, Sharip Omarov, Valentin Makalkin, and Sergei Dyachenko.

She said taking into consideration data available for the Central Election Commission at present; it was possible to come to conclusion that 4 political parties had overcome the barrier of 7%. �Otan�, Communist party, Civil party and �Alash� will share 10 mandates of the Mazhilis of the Kazakhstan Parliament.

�It is too early to say how these sits will be distributed. This is a thorough work. To calculate the number of mandates to parties it is required to calculate accurately votes. As the Central Election Commission has time stipulated by the law, it will thoroughly check all protocols and within 7 days after the election it will hold a press conference to announce the final results,� the secretary of the Central Election Commission said.


Central Election Commission and ASaP: divergences and coincidences

Well, it is know that three representatives of the old Guard (Sharip Omarov, Valentin Makalkin and Sergei Dyachenko) officially won in 3 out of 5 circuits of the southern capital. In the rest two circuits the second round will be held: in the Al-Farabi district the co-chairman of �Azamat� Pyotr Svoik and Isakhan Alimzhanov will fight for the cherished deputy�s sit, in the Auezov district � the general Kasymov and Mrs. Sher. If in the last two ones the data of ASaP and the Central Election Commission (CEC) coincide, there are problems in the Medeu circuit and the results on the Alatau one are also different.

According to the data of ASaP, Mr. Omarov took the fourth place only, as he gained 9.68% of the electorate�s votes. Lira Baiseitova took the first place. 16.098% of electors voted for her. The most serious divergences are in the Alatau election circuit: according to ASaP, Seidakhmet Kuttykadam collected 34.473% of votes, while Valentin Makalkin � only 14.706%.

Now let�s consider the situation in regions (we should mention that data of ASaP are given for 26 circuits. Out of the list of winners announced by the CEC, we may compare only three regional circuits).

The CEC gives data about the victory of Sanya Kaldykulova in the Aktyubinsk election circuit, Sherkhan Murtazy in the Karatau one, and Amalbek Tshanov � in Al-Farabi circuit in Shymkent. Here the name of the winner is different. According to ASaP, Sanya Kaldykulova is in the second place (she has 23.869%), while her competitor N. Yuvitsa has 37.470%.

As we see, there is an obvious divergence in Almaty. Possibly, this is connected with the fact that Almaty is one of the most active political towns in the republic, and the fight is serious in this city. Intentions of candidates striving for the new Parliament were also serious.

We propose the Reader to decide independently, whose data are true (the independent organisation ASaP or the Central Election Commission).


May any honest election be held in Kazakhstan? Candidates notified of falsifications.

On Wednesday candidates, who left the pre-election race to the Parliament, held an urgent meeting devoted to falsifications during the voting.

The meeting was initiated by leaders of parties and movements Lira Baiseitova, Bakhytzhamal Bekturganova, Seidakhmet Kuttykadam, Mels Yeleusizov, Gennady Belyakov and others.

�Under the current conditions and the present regime it is impossible to hold any honest election,� spokesmen stated.

Then fighters for mandates narrated about infringements observed at the election. Lira Baiseitova told about the event at the election district No. 301 when students-electors had been pressed by the teacher Zheksimbaeva to vote for Sharip Omarov. One of the observers was turned out by police, when the observer found out an obvious falsification. At the election district No. 322 an extra ballot-box was noticed. Mrs. Baiseitova said that the ballot-box was illegal and was intended for false votes for Omarov.

In connection with this infringement she appealed to the General Office of Public Prosecutor, to OSCE and Zagipa Balieva. She received an answer from the General Office of Public Prosecutor that they had not found any infringement.

According to Mrs. Alenova, the regional administration directly participated in the election and did its best to help Otan�s candidate Dyachenko to win. The election district illegally added false votes for him, which came to 51%.

The former head of the Customs Gani Kasymov, who will take part in the second round of the election, was sincerely indignant at infringements and falsifications. He blamed the entire rotten executive system for infringements. He called people either to change the executive branch of the authorities or to send them on vacation for the voting period.

�It (the structure) again tripped the President up,� Mr. Kasymov said.

Then he was advised to change the head of this system, as it does not obey him and as it is rotten. But Mr. Kasymov proposed not to speculate the theme having rejected any relation of the President to falsifications.

The leader of the Kazakhstan Cossacks Gennady Belyakov also said about ruses of election commissions. According to Mr. Belyakov, at the election circuit no. 63, when they began to calculate votes, suddenly electricity was switched off. But it was clearly seen how new unknown bulletins were thrown into the common pile. In the result the candidate Sher received 560 votes instead of 60 (as they added figure �5�). Mr. Belyakov along with his companions appealed to the court. The court rejected the claim and sent them to another court.

�Now I am being sent from court to court,� he announced before the audience.

The leader of �Tabigat� Mels Yeleusizov proposed all electors send letters to headquarters of their candidates confirming for what candidate they had voted. According to the result of this poll, it will be possible to hold a referendum regarding the honesty of the election.

In conclusion former candidates announced they would fight till the end. If the super instances (the courts, Office of Public Prosecutor) do not satisfy their claim against the legitimacy of the election, they will begin to seek support among the people. If necessary, they will go to the street and lead people.

In her exclusive interview to THE GLOBE Lira Baiseitova said:

�In the evening I tried to get into the election commission, in circuit commission, but even in the Medeu Akimat I was not permitted to go upstairs. I wished to give a letter for Zagipa Balieva regarding infringements. Police did not let me in. Then I went to the street. There were already policemen with machine carbine in the street. They surrounded the entire building. People from the election commission escaped from me through a back entrance. Though later till 12 p.m. I managed to send a letter by fax from �Kazakhtelecom�. The election commission was instructed that they could receipt an appeal within 3 days. Further the appeal will be invalid. But candidates and the population have not been notified of this instruction.

Further we are going to submit an application to the Tax police regarding the financial infringements made by Sharip Omarov. You know, he absolutely won. But I am not going to agree with this. I am preparing documents to lay a case to the court, to the republican Office of Public Prosecutor, because the Office of Public Prosecutor of the Medeu region replied as if there had been no infringements. That means the authorities obviously support this man. I have irrefutable facts.

Today we, 7 candidates are uniting in a single headquarter to settle these questions. We have already sent an open letter to both Nazarbaev and Balieva. This letter was signed by 7 persons. I may name them: Dostan Kadyrzhanov, Bakhytzhamal Bekturganova, Yedil Mynzhanov, Oral Narmambetov, Oralbek Adilov, Aldan Aimbetov, etc.

If the court does not satisfy our claims, we are going to establish a team, which will hold the referendum regarding the validity of the election. We are going to put a question regarding the legitimacy of the election all over the republic.


Poll results have not being delivered to the destination

�Poll results of Kostanai, Sarykol and Altynsarin regions have not been delivered to the circuit territorial commission,� a candidate to deputies of the Kazakhstan Mazhilis in the Kostanai Southern election circuit announced to THE GLOBE.

Baltash Tursunbaev said that according to his information, voting protocols had been delivered to the circuit territorial commission three times, but they had been returned back, though terms of the submission of the results stipulated by the law on elections had expired long ago. In his opinion, this is done to �elaborate� and falsify the poll results.

�The authorities want to push through their deputies and take necessary measures to achieve this,� the former ambassador of Kazakhstan to Turkey stated.

According to Mr. Tursunbaev, documents confirming facts of infringements of the law on elections have were sent to the Central Election Commission of RK, but no there was no reaction.

According to the results of social polls conducted by ASaP, in Kostanai Southern election region 2684 persons (i.e. 46.760% of the total number of polled people) voted for Baltash Tursunbaev. The data of sociologists show that he gained the biggest number of votes, having outstripped his competitor V. Korneev almost by 25%. (See p�..)
