The dismissal of the Russian Prime Minister Yevgeny Primakov �will somehow influence the situation in Kazakhstan,� the chairman of the Agency on strategic planning and reforms said on Thursday in Astana answering the question of �IF-Kazakhstan� agency.
Yerzhan Utembaev stated that, �everything will depend upon how the world�s financial markets and the Russian hard currency financial market react.�
Kazahstan �is not indifferent to how rouble will react in this situation, as we have some definite trade links with Moscow,� the chairman said.
The chairman emphasized that �we are troubled very much with what situation will be in the international, and first of all, in the European financial markets.� According to Mr. Utembaev, the situation was recently �getting quiet and stabilized, there was a possibility to receive loans.�
Today �we will have to attentively follow the events in the international markets,� Mr. Utembaev announced.

Practically every student needs a job. How can they find a job? Who needs part-time employment? How much are they ready to pay to a student?
All of these questions were discussed in the conference hall of the biological faculty (KazSNU), where the conference, organized by THE GLOBE, the Association of Sociologists and Politologists, and AIESEC under support of the Canadian embassy was held yesterday. The conference was devoted to students� employment or to be more accurate � to the Almaty students� recruitment agency, which is being established by the three organizations to support youth of the city of Almaty.
In general, the results of the conference were positive and very hopeful. We did not strive for a big number of participants, we just wished to try the idea in the conditions of a real business and students� environment. It seems that we chose the right way. Students need a job while the companies are not principally against of the possibility of employing students.
According to Mr. Mann, a representative of �Golden Eagle Partners� company, the experience of the period of study is very important, and this experience may be useful in future. Mr. Mann himself had to work in a pizzeria, in cafes and in cinemas, while he studied at a college. The majority of young people in the West have to do this.

The situation in Russia after the dismissal of Yevgeny Primakov and his cabinet is characterised by the experts as an extremely unstable one. Everything depends upon the next move of President Yeltsin who again proved is difficult to predict.
As far as the experts� prognosis of further events is concerned, it varies very much. Some politologists believe that there is a high probability of the dismissal of the Low Chamber. This point of view is indirectly confirmed by the information of the Russian agency �PRIME-TASS� that at today�s conference of the Central Committee of Russian Communist Party a decision was taken to recommend that the State Duma to vote against any candidate to the post of Prime Minister.
In addition, Alexander Shohin, a deputy of the State Duma announced that the deputies were preparing for the dismissal. To gain a delay, the date of impeachment voting might be postponed from May 15 to the day of the third voting on Sergei Stepashin�s candidature.
At the same time, one of the leaders of the People�s Patriotic Union of Russia Alexei Podberyozkin believes it possible that the Duma will approve Stepashin�s candidature to the post of the Prime Minister. The deputy stated that Stepashin was the only possible candidate from the President�s entourage, who had a chance to be approved by the Duma.
It should be emphasised that the representatives of �Yabloko� also think it possible that Stepshin will become the Prime Minister.
Against this background the latest news seems to be interesting.
�Yabloko� and Yuryi Luzhkov�s movement �Otechestvo� may agree to nominate their candidates in the single-mandate districts during the election to the Duma, Grigory Yavlinsky announced in Moscow on May 13.
According to some experts, the creation of such an alliance would be a powerful counterbalance to the left wing.
Moreover, some deputies expect the Duma will not have the required number of votes to announce the impeachment to the President, and this will significantly weaken the position of leftist forces.

�Evaluating the hearings of the commission on security and co-operation in Europe of the US congress regarding the democratisation and observance of human rights in Kazakhstan, it should be said that this event was unprecedented in the CIS countries,� the director of the Kazakhstan bureau on human rights announced in Almaty on May 13.
Yevgeny Zhovtis remarked that the hearings were not of just a discussion character, they were rather of informational character. Based upon the results of the hearings, a report and a press-release will be published. According to Mr. Zhovtis, even this information will create a background unfavourable for Kazakhstan.
According to the famous lawyer, the American policy in respect to Kazakhstan should be corrected in future. The definite pressure on the republic will be strengthened, as America has its own interests in Central Asia.
Mr. Zhovtis said that one of the specialists who spoke at the hearings had emphasised that from the historical point of view, Kazakhstan is ready for democracy. However, a delay of the process of democratic reforms is dangerous for the country.
�It is impossible to improve the economic situation in Kazakhstan without the reformation and democratisation of the political system. Nobody can achieve real stability without the creation of an open democratic society,� Mr. Zhovtis emphasised.
The director said that when he had been in USA, they talked to the representatives of the American civil liberties organisations present at the hearings. The US lawyers especially, emphasised an extremely negative attitude to the fact that Kazakhstan had recently handed over three Uigurs of Chinese citizenship to China. Kazakhstan did this despite joining the Convention on refugees� status in December 1998.
The lawyers believe that this incident may be interpreted as actual deportation, as the international legal standards were not observed at all.
Yevgeny Zhovtis added the hearings to discuss the human rights in Central Asia, would be held in July and at the end of autumn.
