There was no order to compensate moral damage caused by the unexpected change of tenge rate, �the Kazakhstan Association of Estimators

ALMATY, April 12 (THE GLOBE)

�Due to the devaluation of the tenge an abrupt stratification of the population and impoverishment for most can be expected. The rich people will become richer, while the poor ones � poorer,� the representatives of the Kazakhstan Association of Estimators (KAV) declared in Almaty on April 12.

In their opinion, the fall of manufacturing will take place simultaneously to the rise of prices, as current assets are depreciated. The estimators think that there is no mechanism in our country to evaluate the moral damage caused to people by the unexpected change of the financial policy, nor the pecuniary losses of the depositors. According to the estimators, many countries in the world apply these methods. That is why the estimators evaluate only the fixed assets, inventories, business and intellectual property. As far as prices are concerned, if the tenge collapses, the prices of fixed assets will fall, while food prices can be expected to rise. �Now everybody will wait to see what will happen. But we will have to face two to three more shocking steps by the Government,� said Vilen Yeliseev, the chairman of the KAV board.


The General Secretary of the UN Appeals to Yugoslavia�s Authorities to Restart Peace Talks

�I am deeply concerned about the humanitarian tragedy which is occuring in Kosovo. It must be stopped. We cannot allow the suffering of the peaceful and innocent inhabitants of Kosovo to continue� stated a press release of the General Secretary of the UN.

In this case, the UN appeals to the Yugoslavian authorities to immediately accept the following obligations: i) to cease the expulsion of the Kosovo population, ii) to suspend military actions, iii) to unconditionally allow the refugees to return home, iv) to remove obstacles to the delivery of humanitarian aid.

�If the Yugoslavian authorities accept these conditions I will apply to NATO to stop the air raids� promised the General Secretary.

Kofi Annan stressed that the proposed conditions must preclude any lasting political settlement of the crisis which can be achieved only through diplomatic means.
