�Now it is not time to change the situation with land. It is required to introduce the private ownership gradually, having consulted the population. The opposition party raise the issue on land to stir up the people and to use this for their own purpose,� representative of the Agricultural party announced on September 9 in Astana.
In their opinion, the present legislative acts on land are quite applicable and the peasant may work governed by this legislation.
The public union �Agricultural party� which was established on March 16, 1999 managed to increase the number of its members for a short period and joined the pre-election fight. According to the party�s leaders, at the present time the party consists of 30 thousand people, including heads of agricultural enterprises and deputies of the republican Parliament.
According to Romin Madinov, the chairman of the party, the main structure of the party is formed by grain companies of Kazakhstan, such as �Alibi�, �Kazexport-Astyk� and others. Financially the party is being supported by the national grain companies, he emphasised.
We remind you that on September 6 the Central Election Commission registered the party�s list of candidates consisting of 7 persons.
The chairman of the party Romin Madinov has juridical education. He worked as an instructor, secretary in the regional Komsomol committee. Since 1989 he �left for a private business and from 1993 he has been dealing with the agriculture�, i.e. he is purchasing and reselling grain, he specified. From December 1997 he became an advisor on agriculture of the Prime Minister of the republic.

The Almaty population�s election activity which seemed to be decreasing, during the first 10 days of September burst with an unexpected growth of interest to the Parliamentary election. Every 2nd respondent is ready to go the polling district.

In September in comparison with August the level of absenteeism reduced 2 times. By the moment of the last poll, only every 6th (every 3rd in August) rejects to take part in the voting.
Motifs of the rejection are caused by disbelief in honesty and democracy of the election, as well as confidence in its useless, as these people consider the Parliament will remain �obedient�.

Let�s summarise:
First. More than a half of the polled electors living in Almaty are going to take part in the voting at the election of deputies to the Parliament Mazhilis. (We should take into consideration the percentage of people who have not decided this by the moment of the poll). This is a serious sign that we should expect a mass participation of the Almaty citizens in the voting. Even the number of persons who have never took part in the voting, changed. The specific weight of these people is 1.2 times less in comparison with August.
Second. Despite the scale of the electorate�s absenteeism has significantly reduced, motifs of distrust to democracy of the election process have increased.
In general, expectations of a falsification of the official results of the election are dominating.

How can data of the first and last tables be connected with each other? Despite the practically unanimously expected falsifications of the election results, most of the polled electors are still going to take part in the voting. What is this? It does not resemble to a paternalistic model of the electorate�s behaviour. Most probably, this is caused by the protest mood.
A month ago it seemed that the opposition was trying to break a solid wall. What has changed since that time?
The pre-election agitation started. Electors have an opportunity to compare. And the comparison is not favourable for the opposition. As it was expected, a criminal case has been laid against A. Kazhegeldin. There is information from Atyrau, that in the list of candidates, where G. Aldamzharov is included, there is another couple of his persons bearing the same surname. Either this was done by the Atyrau Akim or it is a joke of the source of the information. But once the information is sounded, it is heard.
At the same time breaking all terms of the hastened registration, the new movement �Republic-2000� appeared, speaking with a voice of Lira Baiseitova. This movement is an example of how it is possible to be included into the Giness� record book on the wave of a scandal.
The advertisement campaign of �Otan� and CP is being actively realised. But teams of specialists working for these parties, made a mistake, though its seems strange. A mass promotion of �Otan� and CP resulted in an opposite anti-advertisement effect.
The elector is calculating, how much money they have in their pockets and how much they spent to the advertisement campaign, to save the parties� capitals.
The conclusion is the same: the authorities, capitals, famous names are supporting the parties loyal to the President. The opposition has a few chances to enter the Parliament.

Against every 6th polled persons, who evaluated the opposition�s chances to enter the Parliament as middle, there is every 6th person who believes that the opposition has no chances at all. More than one-third of the respondents considers the opposition�s success in the Parliamentary election doubtful.

Why did the protesting electorate overcome the state of sleepwalking? This is a question, which is not to be answered to. The desire to see the renewed Parliament independent will be a motif of the electorate�s participation of the majority of the polled citizens.
Probably, this dynamics will be the same till October 10. Maybe, it will grow. This is indirectly proved by the high specific weight of men�s answers. The practice of the social polls shows that men are more restrained, though they are more stable in their answers. Women�s answers are less stable and more unbalanced emotionally.
The election will be held in four weeks. The parties� lists and lists of self-nominated candidates are overfilled. In 5 polling districts of Almaty 15 to 17 self-nominated candidates compete for a single deputy�s sit. Each of these candidates has an army of his relatives, friends, colleagues and people who are just sympathising him.
The struggle will be hot.

�I, Voronov Vitaly Ivanovich am leaving RPPK and announce the breaking off of any relations with the leaders of the party and first of all, with Kazhegeldin, according to my own free will,� the announcement of the advocate of the ex-Prime Minister states. This was declared on September 8 in Astana.
Unfortunately, in the person of RPPK we have an amorphous structure, the leaders of which act to satisfy their personal ambitions and exclusively due to their mercenary ends. Actually the leaders are manipulating brains of true fighters for democracy, building a way to the political Olympus.
Now I know that Mr. Kazhegeldin, having skilfully learnt the population�s expectations of better life, used objective and subjective difficulties, and proposed himself as a saver of the nation and a true fighter for the future of Kazakhstan. He chose a way of forcing the situation in the society, which had been already difficult and speculated ideas of democracy, the announcement of the former advocate of Kazhegeldin states.
According to Mr. Voronov, both the law and the advocate ethics do not allow him to talk about the real situation regarding the criminal case laid against his client. He being an advocate did not try to find out how Mr. Kazhegeldin could have accumulated a significant amount of capital, as Mr. Voronov hoped that at least a small part of this money would be spent to achieve the party�s aims. However, these hopes have not justified.
Having analysed the last messages from abroad, Mr. Voronov came to conclusion that the ex-Prime Minister�s activity has become extremely destructive. �I am absolutely confident that at the present time, he is being governed by unknown forces, which are extremely interested in destabilisation of the situation in our country. In this regard our ways are different,� he concludes.
We remind you that recently one more member of RPPK Lira Baiseitova announced her secession from the party. She laid serious claims to the party�s leader.
That time the deputy of the chairman of the party Gaziz Aldamzharov characterised this step of Mrs. Baiseitova as �a conflict of personalities.� Along with the leader of Almaty RPPK, several more members of the party announced their break off with RPPK. Now, when one of the closest to the heads of the party persons, Mr. Voronov announced his principal disagreement with the position of the party�s leaders and declined the authority of the advocate of the ex-Prime Minister, we may state that the point is not �a conflict of personalities�, but a break off inside the party, which pretends to be the opposition and strives for sits in the Parliament.
In several hours the party will be registered. It seems that RPPK either will not able to take part in the election or does not want to do this.

AS ON September 8, in 67 one-mandate districts 595 citizens of the country have been nominated to deputies of the Mazhilis. Including 74 candidates were nominated by public organisations, 127 � by political parties and 394 were self-nominated. This was announced by the chairman of the Central Election Commission on September 8 in Astana.
Zagipa Balieva said that ten parties� lists include 84 persons to be elected to deputies of Mazhilis in the territory of the single national election circuit. Including 5 persons nominated by the republican political Labour Party, 9 � by the Communist Party of Kazakhstan, 10 � by democratic party of Kazakhstan �Azamat�, 5 � by the People�s Congress of Kazakhstan, 18 � by the republican party �Otan�, 9 � by the republican People�s Party of Kazakhstan, 7 � by the public union �Agricultural party of Kazakhstan� and 10 � by �Alash�.
The Central Election Commission has registered 8 parties� lists, which consist of 62 persons. Candidates of both RPPK and �Alash� are still not registered. These parties still have a break off between their members. In particular, �Alash� submitted two lists instead of one, which are being considered by the Central Election Commission.

�After the election there will be a further production decay, a significant reduction of gross domestic product and unprecedented growth of non-payments and external debts,� the leader of the Communist Party announced on Tuesday in Almaty.
�Most probably the sequestration of the budget will be discussed at the first meeting of the Parliament,� Serikbolsyn Abdildin continued his prognosis.
In his opinion, this will happen, as today nobody controls the economy, as everybody, including the President, deal with the election, and deputies of the new Parliament will have to repay their sponsors money spent for the pre-election campaign.
�At the present time nobody doubts that namely representatives of the authority�s party will gain the main part of Parliament sits,� the leader of the Communist party of Kazakhstan stated.
Mr. Abdildin believes that the election commission will protect only interests of the party loyal to the authorities. �Mandates will be distributed by the President, as he has a complete and well-probated election system, i.e. their own law on elections and law-reinforcement structures,� he said.
According to the leading communist of Kazakhstan, the opposition will win just the election platform, maybe, as an exception some representatives of the opposition will break through the authority�s defences, but this will not be a force required to improve the Parliament.
In Mr. Abdildin�s opinion, observing by OCSE will give nothing, as it will play just a psychological role, as bulletins will be calculated by Nazarbaev�s people.
�There was no financial aid from Russian communists, and there will be no. But we think, there may be an informational support by Russian mass media,� the leader of the Communist Party said.
According to Mr. Abdildin, they sent a letter to the Central Election Commission requesting them to reconsider the decision regarding the withdrawal of K. Svintsova from the Communist party�s list and to assist the registration of V. Chernyshov in Kustanai northern election district No.41. The latter was not registered, as he was accused of laying flowers on Lenin�s memorial on April 22, 1999.
�Don�t they observe the article 35 of the law on amnesty approved in connection with the Year of Unity and succession of generations? These people are neither criminals nor corrupted and they have the right to be nominated to the Parliament of RK,� Mr. Abdildin emphasised.

Kazakhstan has no experience of the honest election
Kazakhstan has no experience of the honest election. At the same time, now hopes for just Parliamentary election is higher than during the presidential campaign, as scales are different.
The coming election is the last chance for the present authorities. If the election is not just, this will be a sentence to the system. The authorities will finally lose the population�s trust.
At the present time there is a strong psychological tiredness, which is transforming to permanent aggression. In this case a person perceives everything only in negative light.
This happened because the population�s expectation did not justify themselves after the presidential election. All the population�s hopes were broken, as nothing was improved. Just the opposite, everything worsened. For example, the free-floating tenge�s rate was introduced, privileges were abandoned and so on. Possibly, tomorrow mass resentment will start.
People talk much that western countries, which for us are ideals of democracy, were coming to their today�s condition for 200 years. That is why we should not hope for any fast changes in Kazakhstan. However, we should take into consideration, that we have a highly-intellectual society having a huge potential in our country, and this was not characteristic of western countries while their democratic systems were created. That is why we have all grounds and premises for a fast development.
Today�s system is a way to nowhere
Of course, it is necessary to set up a system, where all three constitutional branches of the power are to counterpoise each other. Now there is only a dominant. We may say that the present system is a weak imprint of the communist system. If we consider history of the communist system in the Soviet Union, we may forecast that the absence of radical changes will mean a way to nowhere.
The main problem is that the authorities are not controlled. To settle this problem it is required to introduce appointment by election of both Akims of all levels and Prime Minister. The figure of the head of the government should be independent. In addition, the appointment of even heads of police departments may be introduced. If you are elected, you automatically become subordinate and dependent on electors, who will judge about you by your work.
Long-term plans
After the presidential campaign I received a lot of proposals to join parties or movements, but I rejected all of them. This is very important, as I will not protect interest of any party in the Parliament, but needs of the Almaty population.
I will take part in the election in any case, despite any changes are made to the law on election or not. In case of any results of the election, political life will not decay, as I have long-term plans and significant objectives.

�On September 3 a number of public organisations took a decision to unite their forces to support Isakhan Alimzhanov, an independent candidate to the Mazhilis in Al-Farabi district,� the President of the amalgamation �Centre on development of public initiatives� announced on Tuesday in Almaty.
According to Alexander Smagly, the objective of the amalgamation is to realise the conception of social partnership between the republican citizens, their public organisations, business sector and state structures.
Participants of the amalgamation believe that the new block is to become a resource centre on working out projects, informational-analytical provision and organising public discussion devoted to the reforms of the Kazakhstan legislation.
�The alliance is to work actively on transforming the tax legislation, on creation a transparent system of control for the budget, on improvement of legislation on non-commercial organisations,� the candidate said.
Isakhan Alimzhanov thinks that the most urgent issue which today troubles the electorate is the problem of self-governing. And especial attention should be paid to this problem.
Mr. Alimzhanov�s program includes housing-municipal problems, problems of education in his election district, where there is a lot of educational institutions, as well as participation of physical persons in distribution of the budget. According to the candidate, the election fund was formed with the help of his own money and money contributed by his relatives and friends.
The new candidate supports the idea that the deputy is to be elected for maximum 2 to 3 years. Otherwise, �he loses the connection with his electors.�
We remind you, that Alimzhanov is the President of the company �Alsi� and if he wins at the election, a part of shareholding of his company will be presented at the stock market, a part of shares will be sold, and the rest will be transferred to a trust management.
As far as the law on land is concerned, the candidate believes that this issue must not be solved fast, as land for many people �is associated with the last what they have. That is why the problem should be settled carefully. If the society wants to do it, it will automatically come to this.�
